John Galloway, Senior Analyst, Clean Energy Program, Union of Concerned Scientists

As a Senior Energy Analyst for the Union of Concerned Scientists’ (UCS) Clean Energy program, John leads UCS’s participation in California regulatory proceedings to ensure the adoption of strong renewable energy policies, ensure successful implementation of the state’s renewables electricity standard, and advocate reductions in global warming emissions from electricity generation. John recently worked on a utility resource planning case in which California adopted UCS’s position to require electric utilities to account for global warming emissions in electricity purchase decisions, reduce the financial risk to consumers of emissions regulations, and increase their use of clean energy sources.

Prior to coming to UCS in 2004, John worked for the California Public Utilities Commission as an energy analyst on renewable energy and distributed generation policy. John was the Energy Division’s lead on implementing the California renewable standard, which requires the state’s regulated electric utilities and competitive suppliers to increase their use of renewable electricity sources to 20 percent of their portfolios by 2010. John also co-authored and managed a utility incentive program to encourage statewide installation of clean distributed energy technologies.

John has a Masters Degree from the University of California at Berkeley in Energy and Resources, and a Bachelors Degree from Georgia Institute of Technology in Electrical Engineering with an emphasis on Power Systems Engineering. John enjoys spending time outdoors, attending music performances, playing percussion and bass guitar, and is a licensed massage therapist and instructor. He is also on the board of a non-profit solar energy association that is active in education and outreach about renewable energy.
