Kevin R. McSpadden is an attorney in the Global Project Finance
Department of Milbank, Tweed, Hadley & McCloy LLP and is based in the
firm’s Los Angeles office. Mr. McSpadden has experience in the
disciplines of mergers and acquisitions, capital markets, project finance,
regulatory, legislative, corporate, energy and environmental legal
representation. Mr. McSpadden has many years of experience practicing
before regulatory agencies; in particular, the Federal Energy Regulatory
Commission, the California Energy Commission, the California Public
Utilities Commission, and the South Coast Air Quality Management
District.
Mr. McSpadden has been practicing as an attorney in the utility/energy
field for more than 16 years. Mr. McSpadden has extensive experience in
representing clients in matters related to the structuring, development and
financing of energy infrastructure and power generation projects involving
a wide range of fuels (gas, coal, solid waste, wood, methane, hydro, wind).
He has extensive experience in the structuring and negotiating of a wide
variety of energy related commercial transactions in both the public and
private sectors, including wholesale and retail gas and electric commodity
supply agreements, energy aggregation programs, HVAC and demand side
management projects and financing arrangements, as well as large scale ecommerce
transactions involving advanced utility metering and customer
communication systems. He has also assisted publicly and privately held
companies in acquisitions, financing, licensing, contract and development
matters involving energy related communications and technology products,
software and services.
Mr. McSpadden received a Bachelor of Business Administration from
Baylor University and a Juris Doctor from Tulane University School of
Law. He is admitted to practice in the District of Columbia and California.
Mr. McSpadden has authored numerous articles concerning utility
regulatory and energy related corporate commercial transactions and
financing matters. He has also spoken at national and international energy
conferences, concerning energy policy, development, financing and
commercial transactions.
